When dealing with a second series, the best thing to compare it against is the first series. It doesn't make much sense to watch Jubei-chan 2 without having first seen the original Jubei-chan series, so I'll simply compare the two. Read the next post if you want to know more about Jubei-chan 1.
The best way to describe Jubei-chan 2 is that it's more of the same, but better in many ways. Many of my criticisms of the first series were addressed here, before I even got around to making them. The animation is better, and the fighting was improved over the already high standard set by the first series.
What I really liked was the plot seemed more thought out. While it still kept surprising me, there was less randomness to it, as it kept coming back to the relationship between three fathers and their respective children. The result was a tighter-feeling series than the original, one that didn't waste as much time on one-shot villians.
This series did a better job of separating the comedy and serious sides of a show. An unfortunate downside of this was the more comic characters were negelected in this series. Too bad, as they actually shined at times in the original.
Although I don't want to say much about this for fear of spoiling the ending of the first series, I have to say I respect the creators of this series for choosing to not reassemble the full cast of the first season. It would have been easy to do so, but not doing so was a better choice.
Jubei-chan 2 is a good series, well worth watching, but of course only after seeing Jubei-chan 1.
